A used Audi, new or used Subaru, Jaguar X-type. Anything with AWD.

If you are living in an area where weather is a problem then you should look at AWD cars, because they have better traction than FWD drive cars and much better than RWD cars. All Subaru's have traction control and many of them are under $27k new. Looking at more luxurious cars, Audi is famous for its Quattro cars and BMW has their own X-drive. You should be able to get a used BMW or Audi for less than $27k with AWD. For Subaru there is the Impreza, sporty and fast.

You can drive any car currently made in the winter. I don't know of any which have a restriction on winter driving. They all have heaters, so far as I know.
