Do you need a hdml cable for PS3 if you got a normal TV and not HD TV?

No, the HDMI is only if you want to play in full HD. The PS3 is already supplied with a scart lead for standard TV.

Absolutely not. Most non-HD TVs don't even have the input for HDMI. You can use Component cables to get the best picture.
