My underage neighbors smoke (not entirely sure it's tobacco) in their front yard. Normally, I would just let this go, but they dump their butts all over my yard, and there are tons of little kids in the immediate area, some with life-threatening respiratory issues. We also caught them smuggling a keg into their house. Can I call the cops on them when they are smoking? (I live in CA if that matters) What will happen if they are caught smoking tobacco, and what will happen if it is something else? I also worry because they smoke in their cars, and then drive off right after.

Call the cops. Call the landlord. Call their parents.
Get ready for this: talk to the parents of the small children, and also any dog owners. Get together as a neighborhood to clean up your surroundings - if it means driving away these nasty pests, so be it.

The cops can bust them for smoking tobacco under the age of 21, and if its pot theyre in more trouble,also beer can get them into trouble.Wait until they are partying down and have been at it an hr or so, THEN call the cops and ask them NOT to turn on sirens or lights and to use a plain car if possible, and a plain clothes cop on duty.

You can call the cops if is it against CA law for minors to possess/use tobbacco. You just have to make sure this is one battle you wish to pick, once they find out what is going on they are liable to retaliate with vandalism. How about leaving an anonymous letter with the parents expressing your concerns. See if that works, if not then call the police, not sure if they will care to respond or have the ability to respond to such a petty misdemeanor.

Yes you can call on them, it is illegal for a minor to smoke and drink. If it is pot it is even worse for them. Before you call talk to the parents about what is going on they may not even know.
