The first prayer out of my mouth would be "Oh Lord help me."
Then I'd call 911 because by that time I would have the phone in my hand.
My first thoughts would be for the Lord's help. Second thought make the call to 911. Third to help the people if I could get in the building. Fourth find water and turn it on.
Never underestimate the power of prayer. I've seen God make a 3 hour trip in 30 minutes. Speeding up time is nothing for the Lord. God can have a fire truck on a routine drill just up the block. Never underestimate the power of prayer.

Well in your unrealistic "hypothetical" question, if I were to pray, it would be for emergency rescue personnel to come and save the people in the burning building. So I would call 911, which would answer that prayer (that hypothetically I can't make). Besides, I'm sure the people in the burning building are doing plenty of praying for someone to call 911 to rescue them.
