how would i make everything in the picture black and white except one thing like the eyes stay in color

Load the picture to photoshop and right click the DODGE TOOL and select SPONGE TOOL from there just pass it over the picture (except the eyes) and continue doing it untill it's all black and white (except the eyes) or use the shortcut by pressing the letter O on the keyboard and see which tool is highligted and right click it and select the sponge.

You're lucky, it's easy! Click on "New Adjustment Layer". It's the button in the bottom of your Layers Palette that is a half-black half-white circle. From the pop up, choose "Hue/Saturation". You can pull the Saturation slider all the way back to make the image B&W (you could choose "Gradient Map" instead if you want more control). Since this is only an Adjustment Layer, you can keep changing it and it won't permanently affect your other layers. Ok, now for the eyes. Look at the Hue/Sat Adjustment Layer, it has a white frame next to it. This is your Mask. it is like a transparent sheet on top of your picture. Everything that is white is "on". Everything that is black is "off". You want to turn off the Hue/Sat effect around the eyes so they will be normal. Click the white frame in the Hue/Sat Layer and make sure you have a black brush. Go ahead and paint wherever you want color back. Experiment with different degrees of hardness on your brush to make it blend nicely. If you mess up, undo or paint over it with white (the x key switches foreground and background colors). Good luck.

I don't know much about Photoshop, but I think you would have to select the regions outside the eyes first with the magic wand tool. After that, I think you would put a filter on the selected part to make it black and white. I'm not sure, though.

Using the elliptical marquee tool select one eye then hold the SHIFT key pressed while you select the other. Now click on Select > Inverse to invert the selection. Complete clicking on Image > Adjustments > Desaturate. :)
