If they accepted a deposit on a Chevy and can not sell you that vehicle, then you are entitled to a full refund. They can't hold a deposit if they are the ones that changed their mind.

Make sure you have a receipt for the money, and if you need to get an attorney, you can also make that dealership pay those fee's. There are laws that protect dealerships as well as those that protect consumers. This dealership is violating a consumer right to a refund. Good luck.

If the dealer cannot deliver the vehicle as agreed he MUST return any deposit that you paid. PERIOD. The dealer CANNOT hold your deposit to apply it to a different vehicle without your explicit consent. File a complaint with your state DMV if he refuses.

The truth is that you can back out of a vehicle sales contract at any time prior to delivery and receive a full refund of any money paid unless you have factory ordered a non-standard configuration. In that case the dealer would have had you sign a disclosure advising you of that fact.

If the dealer cannot or will not deliver the vehicle you contracted for, he is obligated to return any and all monies paid by you to secure the transaction. If they refuse, contact the Attorney General of your state. I expect when you tell the dealer of your plans to do this, you will be getting your money back pronto.
