I have a portable DVD player that requires a 9.5V / 12V AC input. Will a 9.5V input work?

Something is wrong in your specs.

Power boxes are defined by two values: Voltage and Amps (which combined give you total power supported) (for example: 9 V /0.5 Amps). You can use a power supply that offers more current (amps).
So your 9.5V will work as long as it provides enough current.
