in the state of indiana is a landlord responsible for boistrous tennants even after he has been informed many times about their disruptive noise making . such as loud rap music and loud parties, or what action can i take against his tennants to preserve peace and quiet. i have to get up at three in the morning and can't take it any more

As for your landlord, contact the Better Business Bureau, or do a search on tenant organizations in your area.

Your request for the toastmaster--if you posted your question in the Home and Garden category, you would get better answers.
As far as the boisterous, disruptive, disrespectful neighbor tenants, you need to contact the Police Dept and file a report.
There is such a thing as Disturbing the Peace and Laws about what time you can and can not be making noise in the neighborhood.
