My dad is 70 and appears to have dementia. He is refusing OT and PT. I truly believes he needs mental therapy, such as conversational and practicing the brain. But I assume Medicare doesn't call that therapy?

I am hearing that you are saying that you "think" your Dad has Dementia. Forgive me if I am wrong. You will need to take him to a doctor and have him properly diagnosed, in order to get help for him. My Dad also has Dementia. He was diagnosed over two years ago. I understand the refusing. My Dad does that on occasion also. I have been looking for answers for as long as Dad has been diagnosed with Dementia. I would invite you to visit my 360 blog where I post information that I have found about Alzheimer's and Dementia. I feel your pain. Email me anytime you want to.
