Yes we are all chained to the cycle of birth and death by our desire to enjoy material happiness. As long as one has the illusion that he is this body as opposed to eternal spirit soul he must take birth after birth

Many early Christians thought Jesus was talking about reincarnation when he said they must be born again. People who believe in reincarnation generally believe that spiritual development takes place in the space "between the worlds." They also usually believe that such development will eventually get to the point of remembering earlier incarnations, including people you were close to.
I suspect My Steve has already been reborn, and that I will see him when I get a new body to replace this one, which is pretty badly trashed. Maybe I'll be his beautiful young slim wife next time, or maybe his daughter. Maybe his sister if I go soon.

Yes, some of us are born again. But it is spiritual and not into a new body by another old birth method.
We are citizens of a country by virtue of our physical birth. We are citizens of God's kingdom by virtue of our spiritual birth.
John 3:5-7
5 Jesus answered, "I tell you the truth, no one can enter the kingdom of God unless he is born of water and the Spirit. 6 Flesh gives birth to flesh, but the Spirit gives birth to spirit.
