I want to put them in this cage because it's a bit bigger than their rat tank, but i don't know how to make ledges, (different levels/storeys in the cage) ... Any ideas?

Our quarantine/emergency cage is a former birdcage. We simply removed the perches & the mesh insert for the bottom so the rats would have a solid floor & add levels by hanging boxes & hammocks @ various levels. We also attach chew toys & other goodies to the sides & ceiling, just like we do in all our little ones' cages.
You can also buy ledges designed for chinchillas & other small animals but wire ones should be covered so your rats' feet are safer & wooden ones eventually get *really* funky no matter how well you scrub 'em.
If your cage has little "doors" for food & water dishes, use cable ties or something else to make sure they're securely closed.

In our rat cage, that we made out of wire mesh, we use pieces of old denim jeans for hammocks, but you could surely use squares of denim for platforms too.

Just cut an old pair of jeans into rectangles the width of your cage and, using wire ties slid through small holes in the denim, hang the pieces from the sides of the cage. Alternate the levels so they can hop between them to climb from one level to the next.

This isn't going to be a permanent part of the cage because the fabric will be chewed and soiled over time, but it's safe for ratty feet and very comfy to sleep on.... and it recycles old pants so you'll feel good about not throwing out well-loved jeans.

We replace our rats' denim hammocks about every three to four months. The rats love when we replace them because they smell freshly like their favorite people!

u can add some of those bird platforms as additional levels, also ladders for climbing
i use my old cinchilla/ferret cage for my conure he loves it
the cage is almost 4 feet long so he have plenty of room to play

i used to have a bird and i gave him away and wanted to use the cage for my 4 rats so i went and mesured the interior and went to home depot and got the mesurment of wood i needed and got what i needed and went to the petstore and got things for them to play with and yogurt chips for once in awhile treats.
