I plan to paint the top of my laptop, as it is rather old, black, and boring, with acrylics. Has anyone does this? Does it pose a health hazard? Should I coat it with something to keep the paint from peeling?

Any suggestions would be helpful, thanks!

Use car-paint. You can get very small tins. Acrylics on a surface like that will not last very long specially as you will be handling it.
For best result you may want to cover it with a clear-coat (spray can). Be sure you taped all switches, ports, keys and the screen before spraying.

On the health issue: Handling paint can pose a health risk. But only if you are allergic to the paint or the solvents in it. After it has dried paint is no risk to anyone (Not even when you eat the paint) When spraying use a mask and spray in a ventilated room and all will be fine.

You can paint the outside like the cover and not have to worry about it breaking because it wont damage the internals if you paint the front cover. But the following place MUST not be painted the vents because you run the risk of overheating and melting the internals (these are usually on the back or bottom of the computer just turn the computer on and leave it for awhile and then the places hot to the touch don't paint), Any connectors for a battery pack docking station things like that, and then the keyboard and track pad because they wouldn't work anymore. Anything else should be fine so good luck

I wouldn't paint you laptop if I was you. It could get into all the technicial stuff and really ruin it. I'd say buy a new one.

NO, apply painting can make a laptop look ugly and ruin it. just take it to a custom computer store and ask them to make a colored body for your computer.
