Basically it is saying that we all know that we have to fear people who intend harm, but what we aren't aware we need to fear, therefore more of a problem, are good and decent people who refuse to accept people who are different then themselves. Prejudices breed hate and much worse things, therefore we must be cautious of intolerance as well.

It means that indifference, or people not caring about one another, is a dangerous thing. When good men don't care about anyone else, they can harm other people through their indifference. Even good people can allow evil to happen, or actually cause evil if they don't care about others.

I'm not real sure -- I guess because evil people are usually pretty obvious but normal - decent people can make mistakes and they can cause problems you don't expect since you assume they are good? Ya think? Does this make sense? I know what I'm talking about but having trouble putting it in words.
