I'm a U.S. citizen living in Spain for a semester and trying to learn Spanish. Even after two years of study, it is incredibly difficult to speak to people on the street.

It really gives me an appreciation for how difficult it is to live in a country where everyone speaks a language you don't understand and how long it takes to really become fluent in another language.

I think that most people who come to the Untied States make a big effort to learn English, but we aren't always very understanding or patient when they have difficulty.

In the US? Most don't learn any English, much less phrases.

Nobody bothers in the U.S. Instead, we are all forced to learn phrases in whatever alien tongue the intruders bring with them.
