why is it that some logged users are not shown when using "finger" but appear when using the "who" command?

Finger was a way to get information about a user from another system. You could do a
finger gandalf@example.com
and see my full name, phone number, where I connect from, and a short message from me.

Who is used when you are on a machine to see who else is on the machine.

Finger is pretty old now and hasnt been caught up. For instance, many times "finger" will only show users connected by telnet. But "who" will often show connections by telnet, ssh, rlogin, and even ftp connections.
