My jealous who came from America narrated that,if when you drive a car and nearly miss someone and if that someone complained of terrified, then the person can ask you insurance payment b/c he was terrified by the car.
Is it true you will be liable for insurance for this kind of accident, though you did not kill/harm physically,
or what he told me is a distorted circumstance?

Not true. First off how did they get enough info on the license plate and know who the driver is to take them to Civil Court? I get terrified when I see others driving habits drinking alcohol or just water eating reading text mailing, talking on cell phones not for my self. But for all the damage distracted drivers cause. I guess if some one wanted to presue it long enough there could be a case made if you wanted to pay an attorney.

Yes, I was once scared by a purple AMC Gremlin. I filed a claim and received a insurance settlement of $200000. I sent the money to an attorney in Nigeria so that $10000000 can be released to me from an estate settlement.

In theory, one can attempt to do so. In reality, it is extremely difficult to do so successfully, so much so, that people do not even try to make such a claim.

Yes, a very few people will try to make such claims, but most often these claims will be rejected. One might hear in the news where one got some money, but those cases are extremely rare. So, please do not think that it is anywhere near normal in US culture.

If such claims were true, then the entire driving population of the US would be in court. Such is not the case.
