Could a person who has suffered an internal head injury ...?
and suffered effects of this - say ptsd or anger issues... pass this to their child...?

No. Much the same way if a guy loses his sight from an accident, there's no way his kids would be born blind.

It's not genetic, it's due to an outside cause.

No. It is not genetic, it is caused by a trauma and the risk to the children is not higher.
