It's baking soda not bi-carb and yes baking soda does whiten teeth. However, I don't think It's wise to tip a hole jar or box of it into your mouth. Use a toothpaste with baking soda already in it or you can buy special teeth whitening strips.

I've found this before:
"
Hi,
I am a dental student and I was concerned by some of the remedies shared on your tooth whitening section. As for lemon juice... don't do it! It's an acid and can harm your teeth. You may end up with a LOT of cavities and irreparably damaged tooth enamel.
The reason that lemon juice "works" is that it causes the teeth to lose calcium (which gives teeth some of their off-white color). Calcium is a major component of healthy teeth, and once it is lost, your teeth become very susceptible to decay. DO NOT use lemon juice for whitening. If you choose to brush with strawberries, be sure to brush your teeth IMMEDIATELY afterwards with fluoride toothpaste and also FLOSS. The sugar and acid in the strawberry will harm your teeth more than it will help if
you don't immediately brush your teeth with regular toothpaste. Also be cautious of brushing too vigorously as the strawberry seeds could damage the gums (or even the teeth).
The best home methods are baking soda or hydrogen peroxide. Try to
stick with these. Remember that these are not a substitute for brushing with
fluoride toothpaste -- you must brush with fluoride toothpaste after ANY whitening method to prevent tooth decay. Thanks for sharing this with your readers!

Although I'm not to sure about him since he's stated that hydrogen peroxide is okay...
You can hear further accounts in the link below. Just type in "bicarb teeth whitening" in google and you'll find plenty of forums.
I've read a few accounts on a few other sites and most concur that it does work and you'll see results after 15 days.

Yes, bicarbonate of soda does work. BUT baking powder is a mix of bicarbonate of soda & tartaric acid so make sure you buy bicarbonate of soda and NOT BAKING POWDER. Acid is not good for your teeth. You only need to use the bicarb once or twice a week. Make sure you rinse well and don't swallow it. People buy other products because 1. they believe the marketing propoganda and 2. there seems to be a belief that the more something costs the more effective it must be.

It used to be, but now it has been proven to erode the enamel and unhealthy for the teeth and gums. For healthier options try http://www.maximumteethwhitening.com/articles/26-teethbleachinggel.htm for better options. Teeth whitening is only effective when it is also considering the dental health.

It works, in an abrassive sort of way. I'd recommend a 50/50 solution of water and hydrogen peroxide, m'self. Bleaching effect, essentially.
