i have some digital photos i downloaded on my comp. and there are some flaws i would like to tke off my face, like my double chin, is there a way i can do that or d i need special soft ware? and if so waht is the name

There is a program on the web called PortraitProfessional...you can test it for free and it requires no Photoshop and very little technical knowledge. You can fix skin, reshape a face, balance eyes etc. with this program. (Of course they would like you to purchase it!)

try the spot healing brush in photoshop
get a copy of elements if you cant afford the whole package
