The best program for altering and adjusting photographs is Adobe Photoshop, but it's very advanced and takes skill and a lot of learning. Another very good program, more user friendly, is Roxio 7.
Keep one important thing in mind: when altering photos "always" do the altering in a TIFF file, then when you're done convert it to JPEG. This way no deterioration will take place while you do the altering.

Photoshop is the best. But just owning the program won't mean you will be able to use it.
Most people start up with irfanview, the gimp and Picasa.
I always suggest Picasa to everyone as it is the simplest of the lot, it's free and very user frindly
you can get it from here:
http://www.sleekbytes.com/picasa-google.htm
Also you can get these two
This is as good as photoshop http://www.gimp.org
this is necessary to have too http://www.irfanview.com
if it helps please remember me cheers and thanks for the 2 points!
