It really depends on alot of things - age and skills are a major factor.... such as if you have a skill that Australia is short on you are in with a better chance, or if you are young enough, come as an International student to study first....Take a look at the following official websites and do a bit of research on what's best for you.

Australian Department of Immigration and Citizenship
http://www.immi.gov.au

Australian Government - http://www.australia.gov.au

For Aussie skilled jobs go to http://www.immi.gov.au/skilled/index.htm

About working in Aussie - http://www.workingin-australia.com
For Australia Skilled Immigration Assessment Form -
http://www.workpermit.com/australia/relocation.htm

Study In Australia http://studyinaustralia.gov.au

Step-by-step guides to procedures and paperwork
http://www.justlanded.com/english/australia is a great guide that explains things in plain English, applying for visas, working or as an international student etc…

Good Luck

It's not an easy task. You can apply for residency or citizenship if you have primary family here, or if you are a de facto spouse or spouse of an Australian citizen. There are work visas that you can get, the main job they're seeking people for are doctors and surgeons.

I'm an American citizen, and my fiance and I have applied for a spousal visa through a migration agent. The visa was about 3,000 dollars itself, plus we paid an extra 4,000 to the agent. We applied in August and still have yet to hear anything. It could take up to nine months to hear anything back.

Also, Australia has strict medical tests and exams that one must undergo to become a permanent resident, including blood tests for Hepatitis, AIDS, chest x-ray for TB, and urine for Diabetes, as well as a medical exam. This cost about 300.00, and it can be done by Australian medical practitioners in the US. These tests are performed because all residents are eligible for medicare.

After about 4 years of permanent residency, then one can apply to take the test for citizenship.

It's definitely not easy, it's very costly, but it can be possible. Here's a site that should help. My advice is to seek out the nearest Australian Embassy to you and check with them on how you, specifically, can become a permanent resident.
