Might want to change it's food to a higher quality brand.
Also, a fish oil supplement could help (do your research to find out proper dosage.)
Great nutrition will give your dog a healthy, shiny coat.

Baby oil on a rag and rub it in. You want to get to the skin.
Or ad some vegetable oil to it's diet. We are talking drops a day not tablespoons or it's digestive system will go pfrrrrrt. :-)
Short haired dogs do not need a shampoo bath ever (unless they have been rolling is some very bad stuff.

Use coconut oil liberally all over his coat.U could also use camphor, tablets disolved in the oil. it will help to clean up other infections. (every day), also use dog shampoo (for shinny coat).Do not use dog soap.this makes the coat coarse.

Try breaking an egg over her food. That should help. I have a brindle pit and the vet said because shes brindle her skin could get a little dry and that's what he said to do.

feed it a descent food, a good food keeps their coat shiney and soft. also make sure you use a good shampoo and use as directed, bathing to much can strip a dogs natural oils from its coat.
