250 yards for a .22 means most of the energy in the bullet is used up, though you might be able to kill someone at 250 yds with a .22, it would be unlikely.
That said, it may be safe or reasonably safe, but still may be illegal.
I shoot at a range. They allow pellet guns and .22 LR's. They used to allow thing like .22 WMR and .17 HMR, but not anymore. One side of their property touches the city limits and lots of homes. You shoot at a 45 degree angle away from those homes into a hill that's about 50' high. Its a good mile to the next home behind there. Several years ago, the limit was 400 ft lbs muzzle energy. Then it was dropped to 150 ft lbs because some jerks with Hi Point Carbines, KelTecs and other cheap guns would shoot like gangsters.
That inadvertently banned .22 WMRs and .17 HMRs at the range. Their is talk about allowing .17 HM2s starting next year, but as typical, irresponsible shooters playing with stupid guns messed things up for legitimate shooters again.

No. not a good idea at all. First of all, it's probably illegal. And if something went wrong, lets say the dirt pile was very loose, or you aimed over it, you could hit something. It could hit the house and/or maybe another piece of property. Like a shed, or if they have children or pets, that could be very bad. 250 yards really isn't that far away, depending on the gun you have. Some guns can fire a bullet that can shoot over a mile. No, and you never want to aim in a direction where there is a house or private land. If you don't have permission from them, then even having the bullet land on their property could turn into a huge deal. They could sue you, and if someone or something gets damaged, you could face criminal charges.
Not a good idea. If you go hunting at all, or have taken hunter education courses, then you should learn that you should never shoot in the direction of someone's property or house.

That is not a very good idea. Remington did a test with their 36 grain .22 lr rounds and found that a stray bullet can have a range up to 1.5 miles. 200 yrds is not far enough away. You could be putting someone's life at risk, even with a dirt back stop. I would suggest finding a local rifle club in your area. That way you know you are shooting in safe range.

Call your local sheriff and ask. I would look for a safer place to shoot. It's 11 miles from my house to my nearest neighbor so I can shoot without fear of him even hearing it. At 250 yards the other house just seems a bit to close.

No. wOULD HAVE TO BE mitigating circumstances, like some gator attacking your dog or something. then it would be defense of property from an animal. Most cities have laws against discharging a gun within city limits. Of course Florida and Texas are weird when it comes to fire arms. but bullets travel a long distance and it is dangerous to others when houses are close and a bullet from a 22 can go a mile or more.

First of all, you need to make sure that you do not live in the city limits or in a township where it is illegal to shoot a gun on your own property. I live in Ohio, and township residents who are not surrounded by a city (the result of years of annexation by the city) and are on the outskirts can do what you want to do. If you find out that this is legal, then you must erect a solid berm with no chnaces of a shot going through or above it. Another solutuon would be to erect a blockhouse indoor range of your own. Ditch the dirtpile idea.

Here in New York, it is generally illegal to discharge a firearm or bow within 500 yards of an occupied dwelling without permission from the occupants.

First of all it is only 500 ft in New York state to shoot from a dwelling unless you have owners consent (check NYS DEC website for that).
Second you have to make sure of what is behind your target, and what is around the area of shooting.
Best of all it is wise to go to shooting range.

It's not a good idea because people could be nearby, its against the law, and .22 bullets are lethal for a mile and a half, but I would suggest that you take it way out in the boonies where you're not around places where there could be people, and then shoot until your trigger finger falls off.

Read the ammo box: "Range - 1 Mile".
Even if you exercise great care, missing the
backstop is a possiblilty. Don't shoot toward
the neighbors.
It's probably illegal. Check your local laws.
If you're in a township, it's almost guaranteed
to be unlawful.
