I'm Hapa (Japanese and Black) so my hair is a combination of curly/straight/soft/wavy.

Growing up and even now Black friends and relatives always are like, "You've got a good grade of hair". What does that mean?

Are they saying my hair is better because it's more curly than kinky and I don't need a relaxer to straighten it?

If so, that seems like self-hatred to me.

Unfortuantely thats a black thing. The "grade" of someones hair is typically their texture. It is a form of self hatred in that fine hair is not worse than kinky and vice versa. I've found that no matter the texture, everyone has issues with their hair at some time in their life

They are referring to your hair texture. Yes, it is self hatred. They need to get over it.

Unless they directly say "I like your grade of hair better than mine," It's not really self-hatred.

what they mean is your hair is curlyer and more easy to deal with you dont have to go threw the hassel of geting braids and perm put relaxers on your hair thats all. it is not self hatred

It means you have a "different texture" of hair from them.
