You could try looking at thrift stores or yard sales for old used phones.

I've seen some hanging on cards in the toy department at places like CVS, but some of them look more like toys than others. Even those, though, often have a warning, "Not for children under three years old."
A real cell phone would be extremely dangerous for him to play with, so its just as well you got rid of your real phones.
I think what you need to do is not lay your cell phones around where he can see them and want them. Use them, and then tuck them in a pocket or bag somewhere. If he asks for a phone tell you lost yours.
I'd think if you don't act like your phone is a toy, don't play games on it, or generally make a big deal about using it, he'll eventually forget about cell phones.
This could be one of those "teaching moments" where you can show him that some things are not toys and are yours and breakable - and that he needs to learn he can't have everything he wants.

My son is the same way. He is 3 now, but from age 1 on he only wanted the real phones. I would check Walmart, Target, Toys R Us, etc. If Not go with the suggestion from the first answer...look at thrift stores.

I bought an awesome toy cell phone at a store in my area called Fun To Grow On (I live in Ontario, Canada). It really looks & sounds real & people have thought I'd given my son my phone to play with. Their website is: http://www.funtogrowon.ca/home.asp
But I searched the site & couldn't find it!

I do have one small warning about a real phone. Even without activation any cell phone with a charged battery can dial 911, many do it just by holding "9" for speed dial. It's a safety feature that's why they collect old phones for battered women and shelter residents, even with out paying any thing they can contact police or medical in an emergency.

Good luck with that. My 17 month old son is not satisfied with any other phone than mine. My mother in law bought a phone that looked pretty real from ToysRUs, but he only played with that one for a few days, then he wanted mine again.

Go to places like US Cellular, Sprint, etc. or even the Connection Center at Wal-Mart and ask them what they do with their floor model phones. If nothing, see if they be willing to sell you or even give you one that will never be activated. This is how I got a FREE cell phone for my two year old as Wal-Mart told me that they were just going to throw them away!

$2.00 shops have replicas mobile phones(toys). I don't know what you call these shops in your country. But in our country they are shops with really cheap toys and other miscellaneous products. Franchise names like 'Crazy Clarks' , 'The warehouse'.
The mobiles have all the buttons, sounds and voice replicas. They cost about $2 to$3 and are made in Asia.

the director said she got a stock of sample for free from a mobile phone store (in sydney)
i don't know if its the same in the states, but i'd give it a go
