The US has been leasing the property used to house the Guantanamo Naval Station and had been under US control from the time of the 1898 Spahish American War. The formalization of the lease took place in 1903. The lease is paid by the US to Cuba BUT the Cuban government has yet to cash in check since 1961.

We have had the base since the Spanish-American war, I think. The cuban government at that time ceded the US the right to set up a base there. When Castro took over, the US did not recognize his government, so we ignored their demand that we leave the base. It is to our interest to have a naval base in the Caribbean, too.
