Is there a program that I can boot fdisk.exe from a 1.44 Floppy and put it on the disk on Linux?

I actually just need to be able to use the setup.exe on my Windows ME Install CD. My old Windows 98 boot disk became corrupt. When I tried FreeDos, it would load and just say FreeDos and do nothing else. Please, please, please help me

and download what you need.
