A lot of cats have very thin hair in the area right in front of the ears, this is normal.

'thin hair over their eyes'?.. not sure about this.. but it must b something that u can do for it.. mmm cats do have medicine for their ears (eardrops) so i'm sure there's medicine to put 'over their eyes'.. usual advice..... "ask vet"... for further confirmation...
