Most likely it's asking you to either update to a newer version (not likely) or simply trying to install an Active X program. Be sure you already have anti-virus installed (reputable) and on then download if you feel it's safe.

You need a plug in to view the site. If you trust that the site will not give a virus then hit x. Usually there is a bar under your browser toolbar that is an off white you can right click on it and hit trust site or download or whatever.

It is your pop up blocker at work. Click the bar in the middle if you trust the site. If not click the X to close it and just go to Microsoft.com and run the updates from there. The same thing will happen. Click the center of the bar.

It sounds like spyware.
Maybe to many warez/porn sites?
Get a good antivirus + firewall + pop-up blocker + spyware scanner.

Free stuff : antivirus : Avast, AVG, Comodo
Firewall: Comodo (really good too)
Pop-up Blocker : if you can dig the yahoo toolbar it's got one.
Spyware scanner: Spybot Search and Destroy + Lavasoft Ad Aware

Google all of them and download from safe sites.
