Hi. I think that she wants attention,(i am not saying you don't give her attention or that you treat them any differently,)I think that she wants more than her sister.There is a saying "praise the good,ignore the bad".
Another words,when they are good really,really praise them.
When she is bad,just say something like"mummy doesn't like it when you do that." I would then put her on the bottom step and ignore her. If she keeps getting off the step just hold her hand and walk her back to the step,WITHOUT saying anything to her. She should stay on the step for every 1 min of her age.... so 9 Min's.
She will soon learn that the way to get your attention is not to be naughty,but in fact to be good.

spend a little time with her to see if she is just trying to get attention by acting out. Sometimes with twins its hard to get individual attention. I'm sure you are punishing her bad behavior and rewarding her good behavior but also try talking with her to see if she will give you some idea of what's bothering her.

Its usually attention they're seeking. Tell them if they don't behave they'll be grounded. So that means no seeing friends, or playing out. They should soon start to behave.

Schedule time with each of your twins that they can time with you alone. You and their dad can change up twice a week.

she is trying it on to see what she can get away with.have a team talk to both girls .if she trys it again try to totally ignore her,start a conversation with her sister.when she realises that it is not working she will revert to being nicer..fingers crossed,hope it soon calms.
