Immediately. An American flag is hung upside down as a sign of emergency and distress. If it's intentional then they need help. Or they're just bleeding heart liberals looking to make a statement, in which case you can safely ignore them.

When you see an American flag upside down, get help. Who ever hung the flag upside down is in very serious danger. This is not a joke!
You don't need to tell them, they hung it that way on purpose. Now when the proper authorities arrive to help them, they really need to be in danger. Hanging the flag upside down as protest is very stupid. It's like dialing 911 just to see if anyone will respond, or yelling Fire just to watch people run.

The American flag should only be flown upside down in an emergency or for a sign of distress. If it is being flown then there is proubly no real time to talk about it. But if you must then the earlier the better.

The only time a flag is flown stars down is a distress signal. Anyone who flies a flag should know the proper protocol.
