Her mind -- is she interesting, smart, can carry on a conversation, make a joke (however witty or dumb), "get" a joke, take a hint, keep a secret, creative tastes, all that sort. A sympatico mind can be devastatingly sexy.
Boobs are a nice bonus, of course, and it's worth noting that they have maintained significant popularity and dominant market share for thousands of years with only minor modifications in packaging and design. Since practically every woman comes with a full complement of two, however, competitive advantage is essentially nil, but they serve well as a fundamental femininity check from a remote location -- "hmm, boobs, yep, she's a woman -- yay!" In short, they never go out of style.
