This is more vague than some of the more cloudy proverbs we used on our initial testing of a patient.
I have no idea where the writer was going here. It would help to know the politico/religious problems when it was written.
These proverbs were usually written as allegory at some later date than the supposed date of the passage.
Biblical writers could make an ancient biblical character look pretty good for the predictions ascribed to them because the passage was written 2 - 3 hundred years after the character in question supposedly made the statement.
If the town of Jericho is successfully sieged in 150 CE it is very effective for the constructors of the gospels in the forth century to have a character in 79CE predict the fall of Jericho if such and such happens.
