Your question sounds funny but I will try to offer you a serious answer.
The suggested method of measurement is by using a ruler to get it's length, and using a graded rings to measure it's circumference. It can be measured while erected or when it is flaccid (but needs to be stretched out). The testis volume can be measured with an instrument called the orchidometer.
However, though you probably can follow the correct measurement procedures, do not expect that you are getting its exact and accurate measurement - what measurement you get would probably be the closest but not exactly.
That would be due to many reasons. Obviously the size that will be obtained in both states (erected or flaccid) could vary. The size can have a rapid change as affected by: process of measurement itself, whoever does the measurement,the room temperature,etc. The measurement landmarks which is from the pelvic bone to the tip of the glans possibly is not a correct landmark for some obese men.
So just bring a ruler and make some graded rings,and have fun measuring, you may do it by yourself or you may let anyone else to do that.(By the way, who will be doing the job? - just curious!)
