The highest incidence of Diabetes today is India,home to 75%of the diabetics in the world.A carbohydrate rich diet is not just cheap, it is also comfort food.It is only quite recently that we recognize the fact we consume far too much sugar.Especially in developing countries the governments are too busy with their agendas,and public health issues are relagated to the back burner.Also genetics play an important role, some segments of a population are more at risk than others.Education is key,and it takes time to get people to sit up and take notice and change lifestyles.

there is also a high incidence among hispanics and native americans. the theories seem to be that populations of northern european extraction have been exposed to processed foods and foods with higher fat content for longer than certain other populations, and thus their population genetics has adjusted for this. populations that historically have been exposed to non-processed lower fat diets haven't had the opportunity for their populations to adapt, genetically speaking, to a less healthy diet. therefore, people who are highly inclined at a younger age to develop heart disease and diabetes haven't had the time (i mean in terms of centuries) to be eliminated out of the gene pool. at least this is my understanding of the current theories bee-bopping around out there.

Diet mostly which which is just another manifestation of their self destructive culture. You can eat well on the cheap, that whole "poor people can't eat well" argument is bull crap. Its all about choices people make and culture.
Why do you think there is a Popeyes and a Churchs on the corner near every low income housing project? The market demands fried chicken and the smart business man gives it to them. Eating out at fast food joints all the time is not cheaper. You can eat very healthily for cheap.

The incidence is no higher than that of Hispanic population or any other population who do not have money to purchase healthy products.
High fat, high carbohydrate, high sugar are found in foods that are less expensive.
