Actually, he IS breaking rules. In almost all American communities, it is against the law to publicly display pornography in an open atmosphere. Heck, depending on the state, if the pornography were displaying certain sexual acts, it's criminal.
You inform the Librarian of the problem. The Librarian will then handle it. Don't be a Library Vigilante!

You should definitely report it to the library staff. Porn exploits human beings, turning them from innocent fathers, mothers, daughters and brothers into sexual slaves for the entertainment and fantasy of others.
It destroys every shred of humanity and dignity, and is a crime against the hman being. If he is commiting this sick evil, then you should stop it.
Every second he stays on, the porn website is fed and nourished with revenue from advertising, which allows it to only perpetuate it's evil.
What does your moral side tell you to do? Just remember, the quote "All that is necessary for the triumph of evil is that good men do nothing".
