You can develop an allergy at any time in your life but chances of becoming allergic to you tattoo that long after having it is very slim.
Most likely what is happening is that your skin is drying out. you should always keep lotion on your tattoos no matter how long you have had them.
Your skin can become dry with out you even realizing or thinking that it is dry.
As for the bumps it is most likely some ink build up it happens from time to time in older tattoos. And it is nothing to be worried about.
Just remember that a tattoo is a colorful scar on your body. The scar tissue will get irritated every now and than just like any other scar on your body.

It's virtually impossible for you to have developed a new allergy to it, due to it having been present in your system. That has basically the same effect as a strong desensitization treatment. There is a slight possibility, but it is highly unlikely.
It is more likely the scar tissue. No matter how well done a tattoo is, the nature of them is to scar your skin with some color stuck into it. Even the best done ones might itch now and then.
As for the bumps, exactly what they are likely depends on when they are there.
If they are always present/unchanging, it probably indicates a less than perfectly done job on the part of the tattooist. One of my tats has some raised scarring of that type, and that guy was definitely not up to par.
If, however, they are there sometimes, or changing, it is more likely that either you actually are having a mild reaction, or at the least are breaking out around the scar tissue. If it doesn't get worse, it shouldn't be anything to worry about, in either of those circumstances.

RE:
Does your tattoo itch? A really old one?
I've had this tattoo for seven years and it itches from time to time. And it feels like tiny bumps are underneath it. Could I be allergic to the ink? After this long? Any advice?

Funny you should ask--one of my tattoos has been itching the past week. I've had it for about 6 years, and every now and again it will get itchy. Only one of my tattoos does it, so maybe it has to do with the pink in it?
Anyway, sorry this isn't really helpful. But I do share your pain, and I really wouldn't worry about it too much. If you figure out a way to make the itching stop, share it with us!
