The lord didn't scatter people about. People come from Africa - which can be taken as the Garden of Eden in times past - and they just wondered about the globe. One example is the Bering Straight.
They came from China, went up, crossed the Bering Straight, some stayed around Canada, and others kept going all the way down to the tip of South America.

This parable teaches a profound truth. When people unite to oppose the will of God, even if it be the WHOLE EARTH, they will still not succeed. Their plans will be thwarted, as God is still in control of history. This is an encouragement to those of faith. The people were scattered because they were arrogant and shook their fist at God, directly disobeying his command to replenish the Earth.

not sure i believe in 'the lord'. I know that everyone is entitled to their own opinion, but I just dont understand how there can be so much pain on earth if god controls everything??? Just my opinion tho :P

You have to understand ancient Jewish ideas on causality. It wasn't that God decided to scatter people - the people were scattered, so they assumed that it was God's will. To understand the language of the Old Testament, you have to look at everything in reverse. It isn't "God willed it, therefore it happened." It is "Something happened, therefore God willed it." This has to do with the idea of God as Providence - in most of the Old Testament, God *is* history. Jewish theologians believed that God revealed himself to mankind through the course of history.
