who determined the date for property tax to be on December and April ?

at lease here in Fresno county it is , is it due the same elsewhere ? I mean December right at Christmas time is like the worse time of the year right ,its like a real mean joke..

Your county determines that, or maybe your state. No, it's not the same everywhere.

The legislature sets the date. It is the same all over the state.
