If by Regular bass, you mean upright bass fiddle, the electric bass guitar is probably physically easier to play -- the strings are a little thinner, and most bass guitars have frets to show you where to put your fingers, which makes the left hand noting a lot easier. And of course a bass guitar is smaller and easier to carry around than an upright acoustic bass fiddle -- although you'll also need to carry around an amplifier which you don't need for an upright bass.

A couple of good beginner level electric bass guitar brands to look for: Squier, either the Affinity P-bass or Affinity J-bass models, about $300 for a complete package which includes the bass, a 15-watt amp, gig bag, tuner, strap, cable, etc. If you buy just the Squier bass itself, its around $200, but then you'd still need to buy an amp, and cables and so forth on top of that, so the package is a pretty good deal. Yamaha also makes an electric bass that goes for around $180, but again, that's just the guitar without an amp and all the other stuff that you'd need as well. Stay away from First Act and other cheapo brands sold in Wal-mart or Best Buy or K-Mart -- they're not much more than cheaply made, basically unplayable toys. You want a real instrument that will play well and sound decent. The Squier brand is made by Fender (well-known guitar brand) and Yamaha is likewise a maker of good but less-expensive instruments.
