Yes you can.
However get ready for a pop. They do burst when you get to altitude due to the pressure on them. The balloons are filled with gas at ground level. As the aircraft gains altitude the pressure from the inside of the balloon puts more pressure on the balloon. The outside pressure decreases as compared to inside the balloon.
The balloon will soon lose it's integrity and will explode.

Been there done that. Scared a lot of people.

The security personnel might regard it as a risk, but there probably wouldn't be any other reasons to prevent you from bringing it aboard.

I've never seen one on a plane, and I speak out of theory.

Why?

But why not? Is there a FAR that makes it illegal? I don't see anything on the FAA sight. I see lots of people saying no but it's just an inert low pressure gas filled piece of metalized plastic. Nothing more dangerous than a piece of paper there. TSA are... not a bastion of intelligent decision making.

Unless you are having a birthday party on a plane, don't.You could always buy one after you reach your final destination.

This would be down to the airpoert security staff, but why would you want to take one on bord?
