The room we plan on using for our lunch reception is pretty bright during the day, and that is one of the reasons we picked it (photographs can be easily taken then), but will candles look dumb for decor then, or will it still look elegant?

Candles are always elegant, but in the afternoon sun use only a few and in strategic locations for romantic/dramatic effect.

i love candles. i use them any time day or night. i think they will add a nice romantic glow to the area.
maybe you can dim the lights in the hall, if that's possible.

for my reception it will be later in the day but when we first get there till the food is served the lights will be all the way up.
then when the food is served and for the remainder of the time we are going to dim the lights.

i am planning to have floating candles in my centerpieces and 4 candles/votives surrounding the centerpieces.

Well, I must disagree with the others...sorry!

I DO LOVE candles. I use them all the time myself. But, for a brightly lit room and a lunch reception....I really don't think you will get the kind of "ambiance" you are looking for.

For a luncheon reception, I would do a centerpiece of bright flowers in one of your colors....or simply a variety of colors! You could do BRIGHT mini Sunflowers (which, of course, would be yellow). Or hydrangeas come in a variety of colors....so do roses, tulips, alstroemeria, and gerbera daisies!

I think that candles always increase the classiness of a room. Definitely go with the candles no matter what light source you have.

I think they'll still give that romantic feel you're seeking...just not the glow.
