Firstly, they are NOT skirts, they are kilts. Traditionally, Scottish men own a kilt and all the other clothing that goes with it: this is usually a 'coming of age' present from his family when he turns 18. A true full outfit can run to hundreds of pounds. Most only wear them on ceremonial occasions, such as weddings, although one time I was seated next to a Scot wearing a kilt on an airplane (flight from Madrid to London).

Trousers are a very recent invention. The Romans didn't wear them though lots of Barbarians did. When the Barbarians swept into Europe, they drove the original Celts into the sea - or al least to the western fringes of Eurpe, like the West of Sciotland, Ireland, Wales, Cornwall and Brittany. Out of the mainstream, they failed to keep up with fashion.
When Scotland was (somewhat forcibly) united with England and Wales to form the UK, the wearing of the kilt became a matter of national pride.
Plus....They look really handsome in them!!
