I have a 32" Vizio and my time setting is about 7 hours off. This is what Vizio's website says:

The date, time, and guide information is all determined by the signal source. Its intended to display information being sent to the television by your over the air digital broadcast by antenna (DTV). If it is incorrect on your television it has more to do with your signal that the television, since it only shows what information it gets. It wont work with direct cable from the wall it has to be an antenna signal. If its not getting that information at all it will generally display random information incorrect information.

Is there any way to change it?

If the problem is the broadcaster(s) in your region are sending the wrong time, the best way to deal with that (and probably the only way on your set if it doesn't have a 'disable' function) is to CALL the "Chief Engineer" of each television station in your area and complain that someone is broadcasting the wrong time. That stands a pretty good chance of getting the problem fixed at its source (the broadcast signal) without worrying about your TV.

Adam is mistaken. Your TV needs to be set to the correct time zone and for daylight savings time in order for the TV to display the correct time. I'm fairly certain the program info comes from the networks coded for GMT and then adjusted by the TV for the time zone. On my Vizio, the time zone and daylight saving time settings are found under the "TV" submenu, on the second page of options.
