In economics the 'tertiary' (or third) sector is the service industry. Primary industries are resource extraction and agriculture and include mining and farming and secondary industries are basically manufacturing.

Assuming you mean the tertiary sector in education, as you've posted this question on an education board, the tertiary sector is the university sector.

Primary sector - primary schools
Secondary sector - high schools
Tertiary sector - universities
