Yes, in many states it has changed, so that you can only have what is called a provisional or restricted license until you are 18.

I haven't heard that. What they are doing is giving 16 year olds restricted licenses where you can only drive with people over 25 (I think) and not after 10pm or so. I am not exactly sure, but it is something like that. I have not heard anything about making kids wait until 18 to get a DL though.
