"Serenity" got it right.
They are called "Gravity Boots" and can be purchased with the entire aparatus, that the wearer gets into and is rotated upside down, or, in a simpler form, that simply attaches to a bar set up in a doorway, like some portable chin-up bars are done. Find these at sporting goods stores and most places that sell exercise equipment.
