You question doesn't really make a lot of sense. Yes, dogs running loose in a neighborhood can and do attack people walking around. I cannot walk my dogs on leash in my neighborhood because of the dogs left to run the neighborhood. There are leashlaws -- that means a dog has to be controlled/contained on its property so that it does not pose a threat to anyone but everyone thinks no laws apply to them so just like speeding and everything else, they simply ignore the laws... No responsible person would let their dogs run loose so odds are they are ignorant and never trained the dog well anyway and it is likely of poor quality without regard to temperament so the likelyhood of it being a nuisance and biting is very high and it is these sorts that are fanning the flames of BSL as well as making it almost impossible to get homeowner's insurance... They are not usually 'unknown assailants' but the usual dogs running loose because of irresponsible owners.

add: some naive youngster up there made the ludicrous comment about 'no dogs attack for no reason' -- that is ignorance based. There are many dogs with very poor temperaments -- this can and often is genetically predisposed, just like some mental illnesses -- there can also be environmental reasons as well but there are many dogs (and humans) that attack for no real reason -- it is called 'unprovoked attack' and it common - not always but it is common.

If you are asking if some cases of attack by unknown assailants could be attributed to dogs, the answer is it is unlikely. A dog attack is very easily identified. There is little left unknown. Most likely the report would indicate the subject was attacked by a dog still on the loose. And, yes people have been attacked by a dog for a reason unknown to them, but if a dog has been trained to attack, and the person invades the dog's territory, then they will be attacked, but if the person lives they'll know who the assailant was. I have seen the result of a dog attack, and it was obvious it was a dog attack. Nothing about it was unknown except which dog. It certainly wasn't listed as unknown assailant which implies attack by another human.

Ok assuming that is precise why is nobody calling animal manage? And carrying on with to name animal manage till some thing is honestly performed approximately the precise PROBLEM puppies? "Please do not inform me that the puppies have got to be positioned down, considering that that's no longer the reply I desire" And simply what do you feel goes to occur to those puppies? Fines may not make their house owners accountable and the town isn't going to waste time looking to rehab them neither are so much rescue organizations. Depending at the regulation various would possibly get positioned down relying on what number of assaults they have got on their files and whether or not they have been in opposition to individuals or different animals as they regulation perspectives those in a different way as they must. Just considering that a puppy assaults one more puppy or every other animal doesn't suggest they'll cross after a human. And going to the town executive and doing it the improper manner will simplest result in a BSL that punishes well puppies and house owners.

No, unknown assailants refers to people doing attacks who you can't identify.

You're talking about dog attacks, which would be labeled under 'dangerous animal'.
