Blackwater is a security corporation. It is civilian in its makeup, and plays no part in defending the US unless contracted to do so by a federal agency.

As a contractor to the federal government, it does , in effect, answer to the CIC !

Nope. They are a privately held-corporation that does security / paramilitary work. Not unlike the Pinkerton Officers during the Civil War.

Militia's as defined by the Federal Government are the State National Guard units who report the the Governor of that State unless Federalized.

Blackwater SHOULD answer to the President, via the Secretary of State who is their contractee, or through the "Commander in Chief" since they are also hired by the Pentagon for security for certain General officers.

It IS a confusing situation... a result of Congress' eagerness to downsize the Military / DoD in the 1990's.

Blackwater is not a militia. It is a private company which funds mercenaries to work under foreign governments. I swear Blackwater would sell its services to the Janjaweed militia if it had to

The 2nd Amendment simply allows them to possess weapons. Control would follow under

Article. II. - The Executive Branch
Section 2 - Civilian Power over Military, Cabinet, Pardon Power, Appointments

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any subject relating to the Duties of their respective Offices, and he shall have Power to Grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment.

As mentioned in the above, militia is now days considered to mean, National Guard in that they fall under the supervision of each individual state except when called to active duty.

Blackwater on the other hand, is simply a gun for hire organization in one state, but they do have plans on expanding into other states.

Personally, I feel that because they are under contract with the government and receive federal funds, then they should fall under the 2nd amendment.

The official security for the United States Department of State in Iraq is a company named Blackwater.

Pretending other than that is just spin to limit the State Department movement in Iraq by the corrupt Iraqi officials who are stealing billions without rebuilding or providing services.

No, Blackwater is not a militia. They are a private mercenary force, subject to U.S. law and they are definitely accountable. The question is, will the president hold them accountable?

No. Blackwater is a private company that does mercenary work. They are not a militia. Sounds crazy, huh? We're fighting a war with private companies which by the way, out number US troops.

Neither.

They are mercenaries, and answer only to themselves.

They are killers for hire. Their morality is their own and their conduct based on whatever they can get away with , while maximizing profit.
