Yes. There is. All Navy personnel are listed in their roles. However, if you were to ask for a list of all personnel in the Navy that are special warfare qualified, you would likely be told 'no' as such a list could endanger national security, operational security, and the lives of the very men themselves.

All SEALs are considered special operations only the 75th Rangers are special ops. Navy SEALs selection course alone (you have to go to 8 week prepratory school before this and after basic) is about 6 months where Ranger course doesn't even come close. SEAL stands for SEa, Air and Land which means they are masters at all these enviorments and it is required that they all be combat divers unlike Rangers who have the option of taking a combat dive school. The dropout rate is way higher too for SEAL training. DEVGRU (SEAL Team 6) is the tier one team of SEAL Teams and Delta Detactchment (Delta Force) is Tier one for the Special Forces (Green Berets) and Rangers. Usually Special Forces uses Rangers as a recruiting platform to see if they want to be more advanced and try out. I could go on and on about why the SEALs are harder to get into and become but I would even say they are the best operational force in the world. If you want my advice if you really want to be a SEAL start training now, put down video games that lead us into false realities of our military and become better than the best. I asked my self the same question a couple of years ago. At first I thought I wanted to be a PJ but learned about their different tasks that can't relate to SEALs. Sigh! Seals are not classified when it comes to solely if they were a Seal or not. The Seals training school keeps a list of every single person who ever entered, weather they graduated or not. Any REAL ex- seal has access to the Schools's historical list. There is one Ex Seal I know who charges $20 to check the list for anyone who wants to pay but I do not support this. The only point I wanted to make here is that the list of all the people who have ever been in seal training is not classified information and anyone can know it or tell it.

The US Navy Seals operate Covertly under the auspices of the CIA and other agencies.
Their rosters of active personnel are classified.

You can go to www.archives.gov and as long as you are a family member they will send you something certified. My daddy May he RIP was a seal and they gave my info but they don't just give it to anyone

operation safety no there isn't a list but i heard there was a site for frauds stolen valor or something like that. if the navy let loose of the names of those sailors it would cripple the special ops in all branches of the military

Yes there is but it is classified and you would not get to see it unless it was necessary and you had a clearance. Keeps them from being targetted ad a little thing called privacy.
